John F. Horoho IV

John F. Horoho is an accomplished operations leader whose career bridges military service, healthcare management, and mission-driven nonprofit work. He brings extensive experience in complex program management, strategic planning, and operational execution to his role as Chief Operating Officer of 2Serve Together.

In the private sector, John serves as a Healthcare Management Director for Optum’s WellMed network. In this role, he oversees scribe services, data management and abstraction, and vendor partnerships across a market of more than 1,470 healthcare providers. He manages a $16 million operational program, ensuring financial stewardship, regulatory compliance, and high-quality service delivery across the network.

John also continues his service to the nation as a Captain in the United States Army Reserve, where he serves as a Team Leader in the 478th Civil Affairs Battalion, a special operations unit focused on civil-military engagement and mission support. Earlier in his career, he served on active duty with the 82nd Airborne Division, one of the Army’s most elite units. During this time, he held several key leadership roles, including Infantry Platoon Leader, Assistant Operations Officer, and Battalion Operations Officer for an airborne infantry battalion of approximately 750 Soldiers across four companies.

While serving as Battalion Operations Officer during the COVID-19 pandemic—when Army personnel rotations were temporarily suspended—John played a critical role coordinating complex operational planning and mission support, including efforts connected to the evacuation of Kabul, Afghanistan.

Beyond his professional and military service, John is deeply committed to supporting veterans and their families. He serves on the Board of Directors of Texas Valor Project, where he contributes as Director of Operations on the organization’s working board.

John holds a Program Management Professional Certificate from Cornell University, a Bachelor of Arts in General Studies with a focus on Marketing and Communications from University of Pittsburgh at Bradford, and studied Health and Human Performance at College of Charleston.
